Sanders plans legislation to downsize "too big" banks

Sen. Bernie Sanders, I-Vt., says he plans a bill requiring the Treasury Department to break up banks deemed "too big to fail" and consequently "too big to jail." The bill would require Treasury Secretary Jack Lew to list all financial institutions he thinks are too big to fail and then break them up a year later. "If an institution is too big to fail, it is too big to exist," Sanders said.
