California Class-Reduction Program Shows Cracks

Facing a budget shortfall, the Irvine Unified School District has broken ranks with the state's class-size reduction program and is increasing enrollments in kindergarten, second- and third-grade classes next year, a report says. Educators and watchdog groups say they expect class sizes to rise state-wide unless the state chips in to augment schools' budgets.
