Report: Urban scores on rise

According to a study by the Council of the Great City Schools, a coalition of 65 metropolitan school districts, 70% of schools have improved math scores since NCLB was enacted in 2002, while 40% have seen reading scores climb during the same period. Yet only about half of urban students met proficiency targets, and for many districts, test gains during the 2003-04 school year were smaller than those in the prior one.
