Private markets should handle most disasters, insurers say

Insurance industry representatives told House lawmakers that private insurers should handle the vast majority of disasters. However, they noted that it is appropriate for lawmakers to consider programs that would address megadisasters similar to the 1906 San Francisco earthquake. Megadisaster programs should be designed carefully as not to undermine the private insurance industry, they said.
