Sen. Susan Collins, R-Maine, suggested that lawmakers consider a merger between the cap-and-dividend proposal she co-wrote with Sen. Maria Cantwell, D-Wash., and the broad energy measure sponsored by Sens. Jeff Bingaman, D-N.M., and Lisa Murkowski, R-Alaska. In an interview with the Clean Skies network, Collins said that while she and Cantwell "wait with great interest" to see the compromise climate-and-energy legislation being crafted by Sens. John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joe Lieberman, I-Conn., the trio has yet to complete the package.
