Negotiations necessary between House, Senate on aviation bill

The Senate has passed legislation to overhaul U.S. commercial aviation policy, but senators will need to negotiate with the House to settle some controversial clauses that could threaten the bill. One of the largest hurdles is a labor clause in the House bill that would remove FedEx's ground workers, apart from mechanics, from the Railway Labor Act, making them easier to unionize.
