Regulators hinder lending to sound businesses, small banks say

Small banks nationwide say government field examinations are tightening loan standards and hindering their ability to make loans to sound small businesses. "The bank-examination climate today is perhaps the most severe in two generations at least. It's like a reign of terror, particularly on the community banks," said Cam Fine, CEO of Independent Community Bankers of America.
