Texas reconsiders largest U.S. merit-pay program

Texas House members voted late Thursday to eliminate the country's largest teacher merit-pay program and instead raise pay for all educators about $800 annually. The move, following errors and controversies as the first checks were sent this spring, passed on a bipartisan vote of 90-56 over the objections of Republican leadership, but it still faces uncertain prospects in the Texas Senate.
