President Barack Obama plans to nominate Helen Elizabeth Garrett, Michael S. Barr and George W. Madison for positions in the Treasury Department. Garrett, the University of Southern California's vice president for academic planning and budget, will be nominated as assistant secretary for tax policy. Barr, special assistant to former Treasury Secretary Robert Rubin and deputy assistant secretary of the Treasury, will be nominated as assistant secretary for financial institutions. Madison, formerly executive vice president and general counsel of TIAA-CREF, will be nominated as general counsel.
