Measure aims to help tech companies raise funds from the masses

President Barack Obama is expected to sign a measure next week that could help companies raise capital even if they aren't at the top of a venture capital firm's list. The bill would allow "crowdfunding," where many small capital investors invest in a company. Critics, however, say crowdfunding can't replace the mentoring and other nonmonetary benefits that venture capitalists provide.
