Bill would limit costs of U.S. border crossing card

A new bill proposed by Sen. Byron Dorgan, D-N.D., would blunt the impact of the Western Hemisphere Travel Initiative by limiting the cost of the card U.S. travelers would have to present in lieu of a passport to cross the border from Canada. Dorgan's proposal would also allow free 24-hour passes for Americans visiting Canada for the day.
