Duncan threatens to withhold money from states that redirect funds

More governors are trying to take control of federal stimulus funds meant to help districts patch their budgets and retain teachers. Such efforts are upsetting U.S. Secretary of Education Arne Duncan, who is threatening to withhold later education-stimulus funds from states that use the initial disbursement for fixes not related to education.
