De Boer: Climate-change commitments are not enough

The greenhouse-gas emission cuts proposed by the 112 countries to sign on to the Copenhagen climate accord are insufficient, says Yvo de Boer, head of the United Nations Climate Change Secretariat. The accord calls for limiting global temperature rise to 2 degrees Celsius over pre-industrial era levels but leaves it up each individual country to determine its own commitment.
