Neb. offered less health coverage in certain ZIP codes, lawsuit says

A case at the Nebraska Supreme Court involves a claim that the state discriminated against black employees by offering less-generous health benefits to employees who lived in ZIP codes with high minority populations. The state says it stopped the practice in 2009 to reduce costs, not to avoid charges of discrimination.
