New England states consider buying power from renewable sources

New England states are considering establishing a market for renewable energy in an effort to reduce dependence on fossil fuels. Pursuing such a goal may be difficult for the region, which has differing state policies and laws on renewables. "I don't think we know how to do it," said Christopher Recchia, commissioner of Vermont's public service department.
