The Obama administration has announced an interagency plan aimed at curbing methane emissions 25% by 2020. The plan is part of the government's climate agenda and could lead to new energy and waste-management rules. By the end of the year, the Environmental Protection Agency will decide whether to create a methane strategy for oil drillers.
