Costs soar for new sewage treatment plant in Seattle

A new sewage treatment plant in Seattle is now expected to cost $1.8 billion -- about twice as much as the project was expected to cost when it was approved by the Metropolitan King County Council. The soaring costs will mean higher sewer bills for everyone, and a drop in home building and new bond insurance requirements could mean even higher bills.
