Yesterday, Reps. Henry Waxman, D-Calif., and Edward Markey, D-Mass., introduced legislation that would create federal requirements to boost energy efficiency and cut the nation's greenhouse gas emissions 20% by 2020. However, early reaction to the draft bill indicates that there is much debate and negotiation ahead. "It's come a long way. We've got a long way to go -- the devil's always in the details," said Rep. Mike Doyle, D-Pa., who has not yet decided whether to back the bill.
