SBA changes help, but few firms want loans now:

Policy changes in the Small Business Administration will help some businesses that want loans, but many companies are waiting for the economy to improve before they seek more credit, experts say. "There will be some pent-up demand because the banks have pulled back some," says National Small Business Association CEO Todd McCracken. "But I don't expect to see big increases in lending until we see an uptick in the economy."
