ACC: Recycling, not plastic-bag bans, solves coastal waste problems

The marine waste problem along California's coastal waters will not be stemmed by plastic-bag bans, as consumers easily switch to paper bags, which require more energy to produce, according to Tim Shestek, a senior director at the American Chemistry Council, in this column. Californians are instead using the "reduce, reuse, recycle" approach, which urges consumers to bring their own bags or buy reusable bags. Plastic-bag makers are also doing their part by partnering with retailers and recyclers to further develop the state's recycling infrastructure, Shestek writes.
