House to take up the patent debate

Rep. Lamar Smith, R-Texas, has introduced a patent-overhaul bill much like the one the Senate passed last month. It would ease the process for companies applying for patents across countries and would grant them based on who is first to file rather than who is first to invent. "Unfortunately, our outdated patent system has become a barrier to innovation and invites lawsuits," Smith said in a statement.
