Unemployment rate declines -- so do construction jobs, again

About 216,000 jobs were added in the U.S. during March, according to data from the Labor Department. Governments laid off people, but 230,000 jobs added by the private sector helped offset those losses. This brings the unemployment rate down to 8.8%. The construction sector lost another 1,000 jobs.
