Federal tax exemption for pets stalled in Congress

Despite support from the AVMA, the Humanity and Pets Partnered Through the Years Act (HAPPY Act) has not garnered a vote since its introduction in 2009. The bill would allow pet owners to claim some $3,500 a year for pet expenses, including pet care supplies and veterinary costs, but production and research animals already subject to other tax exemptions would be excluded.
