Manager steers Fla. county through tough economic times

Lake County, Fla., Manager David Heath is working to accommodate an $8.6 million decrease in revenue through workshops with department heads to identify places for cuts. The budget has been Heath's top challenge since taking office last year, he says, because of falling property-tax revenue and county commissioners' decision not to raise the rate. "We're going to live within our means," Heath said. "The budget I'm putting together will be based on existing revenues."
