Retailers, Congress challenge rising credit card fees

Increasing credit card fees have created friction between card issuers and retailers, although credit card companies insist their fees are justified by the increased consumer perks their systems provide. Congressional leaders are discussing legislation that would limit interchange fees, as small businesses say the higher costs are causing them to raise prices and, in some cases, could force them to close up shop.
