Banks almost ready to resume lending, FDIC's Bair says

U.S. banks are close to returning to profitability and making loans again, says Sheila Bair, chairwoman of the Federal Deposit Insurance Corp. She said the banking business is getting back on its feet because the industry and the government "have taken some very effective steps ... preventing the financial system from collapsing."
