February construction spending declined 0.9% in what amounted to the smallest downturn since October, according to the Commerce Department. The February decline was also smaller than the 1.8% to 1.9% decline predicted. Spending on construction projects fell to $967.5 billion, the lowest level in five years. Spending on private residential construction slipped 4.3% in February, the most in more than a decade.
