Water expert, policy adviser nominated to run Corps of Engineers

Jo-Ellen Darcy, a senior Senate energy and environment staffer who helped manage the writing of the $23 billion 2007 Water Resources Development Act, has been nominated by President Barack Obama as assistant secretary of the Army for public works, the post that oversees the Army Corps of Engineers. Garret Graves, the Louisiana governor's chief adviser on levee and coastal restoration issues, said Darcy "is tough as nails and a solid choice," for the position of assistant secretary of the Army for public works, which oversees the Corps.
