Basel panel's move could be counterproductive, experts warn

The Basel Committee on Banking Supervision aims to toughen rules governing regulatory-capital transactions. However, experts are warning that the effort could reduce banks' options for shoring up capital. "It's no real surprise to see plans that seek to punish riskier behavior, but it could be counterproductive to restrict the ability of a bank to shore up its capital base," said Edmund Parker of Mayer Brown.
