Conn. city council considers adding manager

Bristol, Conn., voters could decide several government redesigns this year as the City Council considers charter revisions, including hiring a city manager to oversee day-to-day operations and the budget. Voters could also decide on imposing term limits on officials and requiring a referendum if the council proposes an annual budget increase of more than 3%.
