AT&T executive: Costliest spectrum carried fewest strings:

The spectrum that reaped the most money in the recent FCC wireless auction carried the least amount of government mandates, said AT&T Mobility CEO Ralph de la Vega, whose unit bid $6.6 billion for 227 licenses. He said the unrestricted "B" block held the most value for AT&T because of its lack of "excessive regulation."
