When Randy Castro, then 6, saw a classmate repeatedly smack a girl's bottom as she laughed, he thought it looked fun; but when he tried it himself he landed in the principal's office and the police were called. "I thought they were going to take me to prison," Randy said. "I was scared." Last year, 255 Virginia elementary students and 166 Maryland elementary students were suspended for offensive sexual touching, which educators attribute to zero-tolerance sexual harassment policies that some officials say tie their hands.
