Cook County wellness plan offers encouragement, not penalties

A new employee wellness program in Cook County, Ill., offers incentives for participation -- but not the penalties that are part of the City of Chicago's plan. The program will feature health fairs offering free massages and cooking demonstrations as well as team walking contests, with free pedometers and prizes.
