Red River diversion plan in N.D. and Minn. gets White House approval

The federal Office of Management and Budget has approved a plan by the Army Corps of Engineers to divert the Red River around Fargo, N.D., and Moorhead, Minn., says Sen. Kent Conrad, D-N.D. The project's cost is estimated at about $2 billion.
