Station owners may balk at surrendering airwaves for spectrum

Some television station owners are reluctant to sell digital spectrum that wireless carriers crave, despite new legislation that establishes a mechanism to free up bandwidth, according to broadcast industry executives and other observers. "You can anticipate there are going to be roadblocks and they're going to be serious roadblocks," said John Hane of the Pillsbury law firm. The National Association of Broadcasters says stations will want to explore ways to exploit the spectrum for their own use.
