Cleveland's PlayhouseSquare theater district "has won high praise" but has yet to attract "the year-round street life it covets," Steven Litt writes. The nonprofit PlayhouseSquare Foundation is hoping to change that with a $16 million investment in "bright new signs, gateway arches and digital displays, big and small," Litt writes.
