Navigators are tasked with guiding consumers through the exchanges and giving impartial information on plans but are not allowed to choose plans on behalf of clients. Agents may serve as navigators, provided they do not get commission from insurance carriers. "We anticipate that agents and brokers will continue to be an important source of assistance for many consumers seeking access to health insurance coverage through an exchange," CMS officials said.
