Study: 15% of Philly teachers not highly qualified for NCLB

The latest state and district data reveal about 15% of Philadelphia teachers still are not "highly qualified," a figure that casts doubt on the district's ability to meet NCLB's mandate that all teachers become "highly qualified" by June 2006. A report due out tomorrow by a city nonprofit research group finds that more than half of new teachers in middle schools are not certified and that the percentage of certified special-education teachers is shrinking.
