Colorado middle school teachers struggle to meet NCLB mandates

Although more than 90% of Colorado's elementary and high school teachers meet NCLB's "highly qualified" standard, only 71% of the state's middle school teachers do. Middle school teachers, particularly those who team teach, have been hardest hit by NCLB requirements because the state had never required them to be certified in a specific subject area.
