Massachusetts governor pledges commuter rail expansion

Massachusetts Gov. Deval Patrick says the state will bring commuter rail service to New Bedford and Fall River by 2016. Patrick did not explain how the state would pay for the $1.4 billion project, which would involve moving a major postal facility and finding enough vacant land in Boston for a fleet of locomotives and coaches.
