Homeland Security lags in inspecting terrorism targets

Homeland Security has inspected only 12 of 6,000 chemical plants, refineries and other facilities that were identified as potential terrorist targets after Sept. 11. Security consultants say that some facilities have waited six months or more for federal approval of their security updates.
