Florida's proposed merit-pay bill is fostering debate in the state, with some saying that if passed, the law would hurt teacher recruitment in the state. "We're trying to encourage Florida to have the best teachers," said state Rep. Julio Robaina, R-Miami, in opposition to the bill. "It discourages anyone from wanting to come to Florida to teach."
