GOP aims for fundamental change to Medicare and Medicaid

House Republicans plan to make public a strategy to overhaul Medicare and Medicaid that would take a fundamentally new approach to U.S. health care policy. Rep. Paul Ryan, R-Wis., will offer a proposal that would cut more than $5 trillion in anticipated spending during the next 10 years, aides said. Some of the savings would come from shifting costs to patients and state governments.
