Swipe-fee changes backfire on some merchants

Retailers that sell large amounts of lower-priced goods have actually seen their interchange fees on debit-card transactions rise in the six months since new federal rules went into effect. Retail groups including NRF have filed a lawsuit alleging the Federal Reserve set the rates too high.
