Report: Pennsylvania teacher schools fail to groom enough minorities

In a new report, the Pennsylvania Association of Community Organizations for Reform Now finds that only about 4.5% of graduates of the state's teacher preparation programs last year were black, while just about 1% were Hispanic. The group is calling on the Philadelphia School District to develop programs with local universities to help its secretaries, teachers aides and other paraprofessionals earn teaching degrees.
