Feds: Few students taking advantage of NCLB rights

Only 17% of eligible students nationwide signed up for free tutoring last year, while fewer than 1% of students who could have transferred out of their failing schools did so, reports the U.S. Education Department. Education Secretary Margaret Spellings warns she might withhold federal funds to ensure districts fulfil their legal duty to inform parents of their tutoring and transfer options.
