Report: Iowa needs to spend $250M to upgrade prisons

Iowa needs to pour more than $250 million into new prisons and community corrections programs to accommodate the growing population of prisoners and replace outdated facilities, according to a consultant. The state's prison population, at 8,844 inmates, is already 22% more than the system was designed for and is forecast to reach 11,383 inmates by January 2016.
