House launches debate on climate-change bill

Debate is beginning in the U.S. House on the draft climate-change bill released by Reps. Henry Waxman, D-Calif., and Edward Markey, D-Mass. The bill would target electric utilities and chemical and oil companies in cutting carbon dioxide emissions to 3% below 2005 levels by 2010, 20% by 2020 and 83% by 2050, and it would provide incentives for technologies such as carbon capture and renewable energy.
