Continental, US Airways change delay policy ahead of federal rules

Two airlines have gotten a jump on tarmac-delay rules, ordering their pilots to turn around and return to the terminal earlier than usual. Continental Airlines says its pilots will leave the takeoff queue after a two-hour delay, while US Airways has set 2 1/2 hours as the cutoff point. US Airways said it was attempting to "knock all the kinks out" before the rules -- and the penalties of up to $27,500 per passenger -- go into effect April 29.
