NAB chief: FCC's spectrum offer is one broadcasters may have to refuse

NAB President Gordon Smith, in advance of his first NAB Show as the group's chief, discusses broadcasting's biggest concerns, including the FCC's potential spectrum grab, ownership rules and retransmission consent. On the FCC's bid to take broadcast spectrum for broadband use, Smith said: "We had hoped for the best, which was that the plan would be voluntary. We feared the worst, which was that it would not in fact be voluntary. So, we're disappointed to find the intention to turn this into the Marlon Brando/Godfather kind of volunteerism."
